Rules updates

Rules can update without rebuilding the app.

ScrubAI ships with embedded fallback rules, but the application can load a local rules file and can be pointed to a custom rules endpoint.

Local override

The app stores editable rules in the user config directory and falls back to embedded rules if the file is missing or invalid.

Custom endpoint

Open the Rules panel in the app, change the rules URL, then download and save the new rules locally.
